A huge victory for all dog, cat, and ferret owners in Serbia! 🎉
On 1 June 2026, the European Commission officially adopted Regulation (EU) 2026/1169, adding Serbia and Montenegro to the list of third countries from which pets can enter the European Union without a compulsory rabies serological (titer) test.

⚖️ What Does Regulation (EU) 2026/1169 Say?
„Montenegro and Serbia have now requested to be listed without that specific condition in column 5 of the table in Part 1 of Annex VIII to Implementing Regulation (EU) 2021/404, and they have provided sufficient evidence and guarantees to the Commission substantiating that request. Annex VIII to Implementing Regulation (EU) 2021/404 should, therefore, be amended accordingly.“

Until now, dogs, cats, and ferrets from Serbia had to undergo a titer test – an expensive laboratory analysis that measures the level of antibodies against the rabies virus – before they could enter the EU. In addition, after the blood draw, a mandatory 90‑day waiting period was required.
With the new regulation, this requirement is abolished for Serbia and Montenegro!
🏆 How Did We Achieve This?
This decision did not come out of nowhere. It is the result of years of persistent work and proof that Serbia is not a rabies‑risk country. I am proud to say that our initiative “Serbia is not a risk” played a key role in this process.
In April 2026, at the PAFF Committee meeting in Brussels (agenda points B.03 and B.04), the historic decision was taken based on years of evidence gathering. The Serbian Veterinary Administration received the official regulation shortly after the meeting, allowing the issuance of certificates without a titer test from 22 April 2026.

This regulation applies to all pets (dogs, cats, and ferrets) entering the EU from Serbia and Montenegro for any reason – tourism, relocation, adoption, or commercial import (with the appropriate documentation). THE MANDATORY TITER TEST AND THE 90‑DAY WAITING PERIOD ARE ABOLISHED!
*For the United Kingdom, Japan, and some other non‑EU countries, the titer test is still required.
